The Local & Community Development Programme (LCDP) is managed by POBAL on behalf of the Department of Community, Environment and Local Government. It forms part of the National Development Plan 2007 -2013.
Aim
LCDP aims to tackle poverty and social exclusion through partnership between Government and people in the most disadvantaged communities.
Programme Goals
There are four key goals under LCDP:
GOAL 1: Promote awareness, knowledge and uptake of a wide range of statutory, voluntary and community services;
GOAL 2: Increase access to formal and informal educational, recreational and cultural activities and resources
GOAL 3: Increase in people’s work readiness and employment prospects
GOAL 4: Promote engagement with policy, practice, and decision-making processes on matters affecting local communities
FORUM Connemara Ltd. is managing the LCDP programme in non Gaeltacht Connemara. The groups targeted by FORUM, under LCDP are as follows: older people, young people and families, asylum seekers, community groups, people with disability, under and unemployed, lone parents.

Tá an Clár um Fhorbairt Áitiúil agus Pobail mar pháirt den Phlean Forbartha
Náisiúnta 2007-2013 agus á bhainistiú go náisiúnta ag an eagraíocht POBAL.
Is iad FORUM Chonamara Teo. an Grúpa Forbartha Áitiúil a chuireann an Clár
um Fhorbairt Áitiúil agus Pobail (CFAP) i bhfeidhm i nGaeltacht Chonamara.
Seo leanas na sprioc ghrúpaí faoin gclár;
· An Aosach.
· Daoine Óga.
· Teaghlaigh
· Lucht Iarrtha Tearmainn.
· Grúpaí Pobail.
· Daoine le Míchumas.
· Daoine dífhostaithe/ar bheagán fostaíocht
· Teaghlaigh Aontuismitheora.
Aidhmeanna an CFAP:
Tá sé mar chuspóir ag an CFAP dul i ngleic leis an mbochtanas agus imeallú
sóisialta tríd páirtnéireacht a chruthú idir Rialtas agus na pobail sna
ceantair atá faoi mhíbhuntáiste.
Cuspóirí an Clár:

Sprioc 1. Eolas a chur ar fáil faoi agus úsáid a bhaint as réimse leathan de
sheirbhísí atá á sholáthar ag eagraíochtaí
Sprioc 2. Rochtain a mhéadú i leith oideachas foirmiúla & neamhfhoirmiúla, imeachtaí caitheamh aimseartha, imeachtaí cultúrtha agus acmhainneach.
Sprioc 3. Méadú ar ionchais infhostaitheachta agus ullmhacht fostaíochta
Sprioc 4.Rannpháirtíocht a chothú i measc an phobail maidir le polasaí, cur
chuige agus an próiseas cinnteoireachta a bhaineann leis an phobal áitiúil.
